Joyce Ann (Phillips) Norton

Joyce Ann (Phillips) Norton, 90, of Conneaut, passed away peacefully surrounded by her loving family July 16, 2025. She was born November 18, 1934, in Conneaut, Ohio, the daughter of Marvella Celia Crandall and Arthur Roy Phillips.

She worked for many years at Reliance Electric and retired in 1994.

Joyce married Wiliam E. Betts on June 23, 1951. Together they had 3 children, Dale, Rodney, and Valarie. Together they enjoyed traveling with their children, nieces and nephews. Visiting many states and parks in a camper as often as they could. The two of them loved spending time with family and friends, playing cards and board games, fishing, camping, boating, picnics and puzzles. After William’s passing in 1971, Joyce continued traveling with her siblings, children, nieces and nephews.

Joyce loved her golfing, casinos and bingo trips, and playing cards with her family often. After her retirement, Joyce traveled in an RV to many states, often with her siblings, and visiting nieces, nephews, children, and grandchildren.

Survivors include her sons Dale (Vickie) Betts of Conneaut and Rodney (Wendy) Betts of N. Kingsville; grandchildren Stephanie (Karl) Markley, Trisha (Mark) Secrist, Heather Betts, Shaun Betts, Madison Betts, Christopher Meyers, Joshua Meyers, Cassandra Meyers, David (Helen) Betts, James (Annette) Betts, Albert (Nicole) Coccitto III, Chelsea (Steven) Luce, and Kristina Luce; great-grandchildren Angel, Ashley, Sierra, Tia, Mila, Shelby, Zachary, Alexis, Destiny, Lucas, Wyatt, Kinsley, Adam, Steven, Cherish, Zoey, Memphis, Amanda, and Hillary; and great-great-grandchildren Arya, Luna and Ariona.

She is also survived by her siblings Nancy Betts of Conneaut, Paul Phillips of Millcreek, PA, Beverly Henley of Albion, PA, Robert (Shirley) Phillips of Monroe Twp., and Larry (Dolly) Phillips of Refero, TX; and many nieces and nephews whom she adored and cherished.

She was preceded in death by her parents; her husband William Betts and her husband Lyle Norton; her daughter Valarie Luce; brother Roy Phillips; brother-in-law Paul Betts, sister-in-law Nancy Phillips, and brother-in-law Clair Henley.

The family would like to Thank Adoration Hospice for their amazing support at such a difficult time.

Per Joyce’s request, no services will be conducted.
